Kaya tinatawag na epidemya ang sakit ay dahil sa mabilisan itong kumakalat sa mga pamayanan at malawakan ang nagiging bilang ng mga nagkakasakit at namamatay. Ito ang pangunahing dahilan kung kaya ang agaran, kagyat at malawakang pagsasakatuparan ng mga hakbanging pangkalusugan ay nararapat upang maapula agad ito. Mahalaga rito ang organisado, sistematiko at panglahatan ang dapat na mga hakbanging isakatuparan kung nilalayon na mapigil ang pagkahawahan ng mga tao sa mga sakit at maiwasang dumami ang mga namamatay at nagkakasakit.

Kailangang ang tugon ng mga siyentista at mga propesyonal ng pamayanang medikal upang matiyak na epektibo ang paggagamot at tumatalima sa mga pangkalahatang protocol sa panggagamot. May 1 of every year is dedicated to honor and recognize the hard work and significant contributions of workers in the economic and social development of the society. Thus, the #NationalLibraryPH salutes all Filipino workers in the different parts of the world in celebration of Labor Day or Araw ng Paggawa.
The first Labor Day commemoration in the Philippines took place on May 1, The Union Obrera Democratica de Filipinas, the nations first labor federation, organized it. In order to demand full independence, thousands of workers marched from Plaza Moriones in Tondo to Malacaang while singing anti-American capitalism and imperialism.
Isabelo delos Reyes and Herminigildo Cruz established the Union Obrero Democratica de Filipinas, formerly known as the Union Obrera Democratica, on February 2, While the Philippines were under American occupation, it promoted the rights of the working class. Dominador Gomez succeeded Delos Reyes, who was detained in August on charges of sedition, rebellion, and conspiracy to the raise the price of labor. Gomez was in charge of organizing the inaugural Labor Day celebration.

He was a nephew of Padre Mariano Gomez, one of the three secular priests (collectively known in history as the Gomburza) who were executed in after being falsely accused of orchestrating the Cavite mutiny. In he obtained his bachelors degree from Ateneo Municipal. He then took medicine in the University of Santo Tomas, but left for Spain in to continue his studies.
In Spain he got his license to practice medicine from the University of Barcelona in and then went to Madrid to get his doctorate.
He used the pen name Ramiro Franco. After being based in Spain, the flamboyant Spanish mestizo and propagandist returned to the Philippines six months after the return of fellow ilustrado Isabelo de los Reyes.
He succeeded de los Reyes as the head of the Union Obrera Democratica in February Under his leadership, the UOD launched strikes against American companies in Manila.

Today, I am happy to join all proletarian revolutionaries, trade unionists and workers in celebrating the th anniversary of the Founding Congress of the Union Obrera Democratica de Filipinas (UODF, the first labor congress establishing the first labor federation in the Philippines. The Congress was convened upon the initiative of Isabelo de los Reyes and delegates from trade unions headed by the Union de Litografos e Impresores de Filipinas.
They were inspired by the Marxist slogan of the First International, “The emancipation of the working class must be the task of the workers themselves”. They approved the UODF Constitution which embodied the principles adopted from the books Vida e Obras Marx by Friedrich Engels and Los Dos Campesinos by the Italian radical socialist, Malatesta.
